CUEA
Election Procedures
- The Election Committee will reproduce and stamp enough ballots for each
member.
- The Election Committee will insert the proper number ballots per building
into envelops.
- The envelops will be distributed to building
representative by the Election Committee on (date will be announced).
- With the ballots will be included sign-in sheets. The Election
Committee recommends that this be done at building association meetings.
- Absentee ballots are available for members on leave. Building
Representatives should inform such members of the voting schedule and offer
them the option of voting in their building during that time or contacting
the CUEA office to receive an absentee ballot. Representatives should
also remind them of the office number so that they may leave a message if
they call when the office is not manned.
- On the envelope will be an accounting form. This form will indicate
the number of ballots included and will be initialed by two members of the
Election Committee. The building representative will sign to verity
the count or will indicate a discrepancy in writing on the form. The
building representative will fill in the form to indicate the number of
ballots distributed to members and the number of ballots not
distributed. All unused ballots will be returned to CUEA. Reps
will sign the appropriate forms.
- The building representative will return the ballot box and the envelop
with unused ballots, sign-in sheets and accounting form to the CUEA office
between (time, day and date will be announced). Building
Representatives must contact the Election Committee to make other
arrangements if the established dates are not convenient.
- The Election Committee will begin the counting of ballots on (date, time
and day will be announced) in the CUEA office. Each candidate may send
a representative to witness the counting.
- Unofficial results will be reported to the candidates by the Election
Committee by phone immediately upon completion of counting.
- Representative Council will be contacted by the Election Committee, if
necessary a meeting will take place, to receive and certify the election
results and will inform each candidate in writing.
- Members will have ten (10) days to contest the election. If there is
no contest to the results of the election, ballots will be destroyed ten
(10) days after the official count.
Election Committee will be announced yearly.
CUEA
Ratification Guidelines (Revised
January 22, 2002)

At the fall, 1988, general membership meeting it voted on
and passed that the ratification process will cover a seven (7) day
period.

At the CUEA Building Rep Council meeting on January 22,
2002 it was voted to revised these guidelines.

Day One (1) will be when copies of the
tentative agreement are made available to the general membership through
building reps. Additional copies can be obtained at the CUEA
office. Copies of the ratification will be available to members.

On the fourth school day a general membership meeting will
be held where questions and discussions will take place. Motions made
from the floor be followed.

Meetings may be held in smaller groups or grouping schools
to address the proposal. If meetings are held before the general
membership meeting than a vote may be called/taken during the general
membership meeting. A notice that a vote may be taken must be printed
when announcing the general membership meeting.

If there is no vote taken at the general membership
meeting the following will be adhere to; on the seventh day after
distribution of written contract changes, members will vote by written
ballots in a central location or in their school buildings. Location
will be determined by the Election Committee. The time of voting will
be one
day..

General Membership Meeting (see 1 above) Only CUEA
members (except Chief negotiator and PSEA personnel) will be present at the
meeting. Only association members may vote. The CUEA Membership
Committee and CUE Building Reps will check names when distributing the
ballots.

Each member will have received a written copy of new or
revised contract provisions in full as tentatively agreed upon.
Members should see existing contract for comparison.

The Chief Negotiator will present the contract proposal.

If possible, at least two microphones will be available in
the audience to enable members to hear all of the contract discussion and to
help avoid confusion and misunderstanding.

Members will be limited to two (2) minutes on each item of
the tentative agreement.

Motioned passed Oct, 1981; increased for President from
two (2) times of dues to five (5) times of dues motion passed may, 19986.
Building Representative Gratuity - Motion passed May, 1996.
Building Representatives shall be
given a gratuity as follows:

Building Reps $5.00 a meeting for a total of nine meetings. The Building Rep
must attend a minimum of three (3) meetings for this payment and complete the
year as a Building Rep. This payment does not include alternate reps.
CUEA Negotiating Team
Chief Negotiator who is a CUEA
member shall be given a gratutity of $400 for time and expenses. Motion
passed 1975.
CUEA members who serve on the CUEA
negotiation's team shall be given a gratuity of $100 for their time and
expenses. This gratuity will be given after the ratification of the
contract. Motion passed March, 2000.
Condolence/Illness
Policy Motion passed May, 1980

Death - Members CUEA will purchase a book for
the school library, and put a bookplate inside it. The book will be
dedicated to the memory of the member and send a card to the family
indicating the action take.

Members' Families - immediate family -- five
days off from school -- negotiated in our contract.

CUEA Officers, Building Representatives and
Committee Chairpersons -- will send flowers or equivalent money (if there is
an "in lieu of flowers") to the member at the funeral home or to
the member's home.

CUEA members who are not officers, building
representatives or chairpersons will be sent a sympathy card signed by the
president on behalf of the membership.
Illness
CUEA will send to all members the appropriate
card signed by the president on behalf of the membership.
